Energy Star is a program managed by the US Environmental Protection Agency. It is a third-party verification system that uses HERS raters to assure a properly installed thermal barrier and air barrier along the building envelope. link
Homes that are to be certified a NCHBH must first be an Energy Star home. Then the home builder must also incorporate a mixture of locally harvested materials, low-VOC materials, sustainable site management, renewable energy technology, and more. Link
